When you activate the client phases on master data > company parameters > options > Use Client Phases the "promote" button will not be displayed anymore.

In order to promote a lead, all tasks liked to lead a phase must be completed or cancelled, in order to demote a client, simply remove the "complete" status on any task linked to a lead phase
